I think by now, most people that can switch to high-speed have done so, since DSL/Cable "lite" is much faster and nearly the same price. Rural areas with poor quality phone lines may never have a better option though, unless two-way satellite internet drops in price, which is unlikely given the small market.

Who says AOL is abandoning dial-up? I thought the rumor was just that BB would be free, dial-up would still be a paid subscription.
In fact the dialup service will be incrementally cheaper over time, with less and less advertising support.
